Looking at the footage a few things are obvious -
The collision is a true T Bone at 90 degrees - the bulb in the bow of the tanker has gone straight into the destroyer.
Technically the destroyer has the right of way as it was on the starboard side of the tanker, but Uncle Sam's Canoe Club seem to continually fail to realise that a very large merchant ship neither stops nor turns very well. I've got a funny feeling that the destroyer has tried to do a dash across the bow of the merchant ship and mistimed its move.
