One reason for the cutting of the rate might well be to lower the value of their currency so that those countries who have huge holdings of the US$ will not be able to use it against them. Take down interest rates, diminish $, print money and give it to locals to begin producing widgets, to get the economy going, the employment raising and to get some exports happening so that foreign currency will flow INTO the US, thus strengthening the US economy... BUT I'm certainly no expert!
