I believe you have to also consider who lines up for the off-take from ILU. For instance, if ILU (Currently unfunded - and no solution presented), provides offtake to US government defense, then this would not impact this model above at all. ILU, currently without a funding solution, could very well be talking with the US government.
As goes for the other companies you mentioned above, I will believe that when I see it. The idea of having finance sorted and actual finance are vastly different things. These projects are 18 years in the making. So, without dissecting each company, you will find most of the suspected supply chain, will never come online. The industry masterminds will confirm this point.
