Full FAA approval doesn't stop them from using the cameras. Nea was capturing USA imagery before they had full approval( I'm not even sure they even got full approval for their pods as they moved to an in aircraft system that didn't require approval). The point I'm making is EV could be using the cameras for free "testing"and in theory could be in no rush to get full FAA approval. The more they "test" now the less they have to pay.
