According to WSJ article just published, lobbying by major sunscreen manufactures has led to inclusion within package of measurers to slowdown/halt FDA review of harmful ingredients within sunscreen. This was highlighted in the article which focuses on the inclusion of pet provisions/special interests to get the deal signed by politicians. Perhaps worth digging into the specific sections of the legislation when its available to see if this is correct.
