Indonesia no doubt benefits from lower wages and possibly lower environmental laws.
Australia has less sovereign risk with a stable established capital market, economy and political system and good infastructure.
At end of the day ultimately I would think it will mainly come down to cost, quality and reliability of supply considerations as the main decision drivérs.
