perhaps that is a result of the puritanical streak just below the surface of the american psyche.Prohibition was one great example of this. Alcohol=bad=let's ban it= blackmarket=mafia. Ditto for drugs except bigger. Same thing with crime in general. Crime=bad thing= let's punish it= more is better=throw away the key. Of course those kids were black and/or poor so who cares.
