More demand means higher U price which will benefit the entire sector.
This plan is to buy locally sourced enriched uranium. Its not clear if that means it also has to be mined locally, it might just be a way to increase US enrichment capacity (which is only about a third of wha they consume).

US uranium miners have to go through a lengthy permitting process that can take a decade. Any project in the US that is advanced enough to be in production in the next couple of years was likely to go ahead regardless of this plan. I doubt this will lead to any extra uranium being mined in the US over the next 5 years. So it's possible that more of that uranium will HD used within the US which means others have to find their Uranium elsewhere.

Apart from Kazakhstan, Africa would be the easiest to bring new projects online within 5 years. In Western countries this is very difficult.
EL8 might well be a candidate or a great take over target for one of the big boys. They have large proven resources which are easily accessible and in a very supportive country with huge exploration upside on the largest land package in Namibia. Plus the Upgrade technology which could be a game changer for lower grade shallow deposits.

So any extra demand is great!
