because it's just a tiny little (market maker both sides of the trade ) market with huge spreads. stupid place to buy stock IMO. but they may get future demand esp if a CR happens. having somewhere to sell locally if needed is attractive maybe.
* otc trading when main market is closed is sure to have big spreads.
