It looks to me like they want to price the IPO at $10. That way selling 20 million shares (200 million ASX shares) means $200 million less IPO fees. And, an easy to figure 1/10 difference in the ADR's vs the shares. We'll see if the dog and pony show will drum up enough support to do it at $10.
