Looked at from 30,000 feet up, Rubio's bill is mainly another way for the Senator to push his national industrial policy agenda. Rubio and many others believe the U.S. needs an industrial policy if it is to compete with Chinese subsidized industries."

Gotta love the "Rare Earth Refinery Cooperative" of which Lynas would be a BIG player
