China is notorious here in the USA at getting info from academics and professionals in their respective fields for intelligence purposes.

I once had a professor, who headed this green energy power plant that was unique. After it was completed he went on a sabbatical back to China hmmmm.

People watch too many movies about intel gathering. The fact he is on the board means he knows EVERYTHING about Arafuras strategies and weaknesses. If the USA, Aussie gov, and or NATO want to strategic plan with Arafura he immediately becomes a liability and the fact he resides in China well...

Also, the fact he was appointed as late as 2016 shows the gross naïveté of Gavin n company and what’s going on in the world. I honestly think that Gavin actually believes there is a thing called free markets....

If that were true the Chinese wouldn’t be communists and countries wouldn’t subsidize, manipulate, or protect their own interests. Free markets are what a country says when they are dominating it.
