Kuwait is tiny. I was there in January this year and have been there before. The infrastructure is poor, roads and telecommunication are basic, and the standard of living not impressive as like those i have seen in the UAE, Saudi or Bahrain. Even then only few live in luxury when you open your eyes.
I cant see them forgiving $40b in debt outright.
