I first read about it when there was a pic of a NSW pollie with a dead elephant doing the rounds. I was like you, initially thinking how ridiculous but when someone explained the thinking behind it I became, well at least less outraged. If it's working in a positive manner then it's good, if not well it's bad. I don't have the stats to know which is the case
