    so you don't recall the outrage in the late '90s when Howard declared that all manufacturing should move off-shore. Howard's brother was in charge of the clothing industry body and clothing manufacture was the biggest grievance.

    tariff were one thing, and it was Hawke/Keating that dropped the import tariffs, not Whitlam. but it was Howard who told businesses to abandon their Aus operations and open sweat shops in Bangladesh, Thailand and China.
