The one in the 90's was prompted by the Iraqi 'invasion' of Kuwait, and had nothing to do with WMD's. The yanks decimated the Iraqi Republican Guard, then pulled out.

The one is the 2000's was the hunt for WMD's. This was the full-scale invasion.

Maybe the glaring error in the joke was put there deliberately, to provoke a bit of global political chat.
