Is the United States preparing for a clash with Russia and China, two of the world's leading nuclear powers?
"By naming potential U.S. adversaries, Gates has openly called for a confrontation," said Eduard Vorobyov, a retired colonel general and former deputy commander-in-chief of the Russian Army.
He fears Gates' speech "reflects the official position of the U.S. administration."
While Europe is discussing Washington's intention to deploy its ballistic missile defense systems in the Czech Republic and Poland, the U.S. has moved the world's largest Sea-Based X-Band Radar from Hawaii to Kamchatka.
Russia and China, which the Pentagon has added to the "axis of evil," have good reason to assume that the U.S. systems will be watching their nuclear missiles.
"The sea-based radar, which is linked with interceptor missiles in Alaska, covers a vast area of East Siberia and Russia's Far East, as well as China," Vorobyov said.
Major General Alexander Vladimirov, vice president of the Board of Military Experts, said he viewed Gates' speech and the U.S. policy of surrounding Russia with ballistic missile defense bases as "war preparations."
