Nothing really new in the article but it does remind us that AT&T or any company taking CAF money needs to "build 40% of their expansion commitments by the end of 2017, and all of them by the end of 2020."  Of course "build" and "activate" are 2 different things and NTC's success in this project will be influenced by the premises activated, not built.
