Like you all, I'd very much like to believe that there are two separate orders coming from the US Govt.

But my re-reading of both solicitation documents lead me to conclude that they relate to the same. The redacted J&A is meant to serve as a guiding template for a proper J&A to be formalised eventually. Hence, the original numbers and names of officers therein needed to be deleted because they were irrelevant to the latest order to be placed with GSK. Otherwise, there is no reason for the US Govt. not to disclose the order quantity when all other govts. have historically made their disclosures. Can there be any commercially or politically sensitive info in the disclosure?
