What I find more interesting is the fervent nature of BTA longs here, seeing this as a huge deal.

This order was clearly for a limited quantity, even before riverred linked the 47,000 reference. The key phrase which people seem to have overlooked is "to protect DHS personnel".
This order was never going to be large.

I agree with portable that while showing admirable google-fu these orders are really of little interest.
We know:
1. GSK is at 100M annual production and aiming for 190M-200M.
2. We know GSK has completed the rotahaler study, which was a major step in increasing production to 190M.

25M packs a quarter at $25 * .07 = $44M in quarterly royalties.

Rotahalers are priced lower, I forget the indicative price, but let's say $12 to be conservative. That's another 19M a quarter.

A couple of quarters of $63M royalties would do nicely...for starters.
