What you are forgetting is the very recent references to WHO and governments changing their plans/approaches to Influenza precautions.

The overstocking on Vaccines and subsequent recognition of this and cancellation of orders is a clear indicator that WHO and governments now understand that barring a catastrophic flu, a more prudent approach is stockpiling Antivirals.

This US Government order may be one government dept, but it falls into line with the recent WHO statements.

I reckon it's the tip of the iceberg, but time will tell (very soon).
