well he did emphasise American technology so I don't think he's caring too much about MSB.
He's talking about DNA-customised health care. This is the way of the future.
That said, the US doesn't want to be left behind the rest of the world and the initiatives he's announcing are going to push the FDA in the direction of modernisation and adapting clinical trials to the new paradigm which stem cells present (which I've said before and been howled down by the usual suspects ...).
