The Cessnas are much better platforms. Faster does not equate to better in GIS...much easier to getter high quality pixilation from a slower moving platform than one doing 450knts. Also cost; a cessna would cost about $5-7k/d Vs Jet of $25-35k and the jet wouldn't really do it that much faster as it has to stick to a very tight and prescribed grid. Civilian jets hate tight turns and general grid-work. The fact is that is it cost next to nothing (say $15-20k) to fly a city in 2-3 days.
No CR necessary at all.
