We know MHM is expecting state grants from Tennessee, we don't know the extent of them yet as it seems it is linked to job growth (I'd say they haven't talked numbers yet because they do not know the final size of the plant and job numbers).
They may also be eligible for federal assistance due to green industry (or a possible new jobs package).
Rates in the US are extremely low, and the cost for a plant ($20-25M) is not that high. Combination of cash at bank, strong income and grants should mean the plant can be built with either existing money or cheap finance (a $25M plant does not require $25M upfront, this is paid over the entire construction period. Plenty of time to organise cheap money).
Either way, due to the numbers involved, and managements preference I see there being absolutely no way that a CR be required. No dilution, everyone be happy :)
