The issues that I've heard about are the lack of good property managers and legal disputes over ownership (especially when the last owner was foreclosed). Plus they built too many houses so quite a few of them aren't needed at all (how much value can an unneeded house have?). That's why some people over there have suggested bulldozing some houses. Cities such as Detroit and Buffalo have areas that have pretty much been deserted.
