sorry tried to copy text but it loses formatting making it impossible to understand old and new. So you will just have to find it yourself. Maybe you are confused by section 3 which gives Japan rights to 2025 product. But first sentence clearly indicates that it applies only to NdPr So justify your statement I say they are wrong again.
