When DTREF can be held at DTC, they can buy and sell through any retail broker, IBKR, Chase, CS, RobinHood, etc.
atm there are only a handful of traders who have access to OTC markets, as most brokers don't facilitate OTC trades. I use IBKR and they don't even facilitate not DTC/CNS eligible stock, need specialised brokers, hence why the US market is so muted
