Most times governments don't give aid just to be nice and help people...there's usually an underlying motive.
Look at what China does with its aid, it buys influence.
Look at what Australia does with aid to the Pacific islands etc. Its to keep their favour and stop China bribing their way and being closer to Australia geographically.
