Hi Kerrybrad,
OP I believe did cover this and has been covered by other posters. It would appear that there was a change of management at that level who decided to move the agree position of the goalposts and to ignore precedent. All this will come out in the appeal.
There have been some more conspiratorial theories, but best ignored.
