They could easily build the plants without one, but why knock back a guaranteed loan with minimal interest, better to use someone else's money than your own, especially if the interest is low, these sort of loans are given by the government as an incentive to business to provide employment in areas that need help to establish infrastructure, they work in a similar way as tax breaks which are given here in Oz.
