    I've banged on about this for a while.

    The blatantly obvious is staring everyone in the face.

    Perfect opportunity for someone (Western or even joint Western/Russian/Asian initiative if at all possible - though perhaps a joint effort is too 'pie in the sky') to annex a north to south slice in the north east of Libya. Such a buffer would/could serve multiple short and long term goals and ideals, in no particular order:

    - strangle ISIS access from the Middle East
    - a platform from which to dismantle ISIS in Libya
    - build a modern medium to long term super-refugee facility that could handle any future waves refugees from the Middle East and even Africa
    - enforce/ensure Libya moves toward stability and democracy once ISIS has been routed
    - a platform to build modern infrastructure to the west inside Libya with a view to potentially/ultimately relocate refugees permanently
    - democratic rule, buffer, platform on the edge of the Middle East - a physical and social barrier to help prevent mass spread of Islamic ideology
    - a model for a push back to the Middle East if madness does not finally subside
    etc
    etc
