It is NOT "1% Dy in ground" utter nonsense, total resource grade is only 0.6% and Dy 0.053% in-situ, which is lower than Mt Weld Duncan 0.063%, and that comes with a pile of NdPr to make it economic. Lynas will produce DyO at a fraction of the cost NTU ever could.
As to price Dy simply reacting to supply constraints after enviro clean up, not demand, and it certainly needed to break the continuous fall from 2012:
NTU's own paid spruikers admit it needs +$400kg, which would require the artificially inflated values pre June '15.
Other than that they are a very long way off producing anything saleable ATM, let alone oxides to specification.
