Yes , I found be wrong but I'm thinking though the sleeve is not important so much as the base which can't be sleeved, and that is potentially where the aquifer can be contaminated by the recycled water goes deep back into the aquifer?? Just my thinking ,as one would think there has to be a good reason to go back on an approval and halt.
