here it is from the horses mouth ,it appears you have it wrong, it states they need to drill down deep to get access to the "WATER NEEDED UNDER ITS APPLICATION", the application water permit being for "14,000acre-feet ". That now has been put on hold.It clearly states they want to drill down for access to the GROUNDWATER UNDER ITS APPLICATION????
