I don't think we can infer such a thing based on the dump.
For one, it would be insider trading.
Their can be any number of reasons for the dump:
1. Spooked investor.
2. Investor spotted a different opportunity better suited to their objectives.
3. Need for cash for something non investment related.
4. Time.
etc...
Remember this is about 2.5% of the MC.
If the holder was one the 5%+ holders we will have an annoucement very soon.
If not then it might just be another trade, just bigger than usual...
