You are talking about Chapter 11 Bankruptcy in US, the same as what General Motors did under Obama's deal. That requires a lot of the creditors (including pensions for the employees) to take cents in the dollars, the whole thing is supervised by the court (i.e. the new financing deal must be approved by a Judge), so it is a bigger burden to the public tax payer in administration.
