Many mothers in 2 income families have significant flexibility about when they return to work. While the mother is not working she doesn't need childcare because she can provide that herself. If childcare is expensive then there can be very little financial benefit in the mother returning to work. If childcare is cheaper then it encourages the mother to return to work sooner.
I think that's why cheaper childcare is supposed to influence the amount of childcare.
