It is really not difficult. Countries and their leaders set a target 70%-90% for percentage of the population vaccinated. Once that target is reached then all the bone-heads can get their wish and take their chances with a killer virus. The percentage is a reflection of what the government (and society) is willing to accept to be able to say "we did everything we could" to protect people and save as many lives as possible.
Quite rightly, politicians, the media, businesses and most right minded thinking people are pulling out every trick in the book to hit that number as soon as possible so we can then unleash it on the bone-heads.
