yes. You did help me understand the overseas one.
ie you might become a burden on overseas countries health system. ( i would imagine that would incur costs to you , but i take your point. You might take a icu bed from someone who was a citizen of that country) .
Not the boarding the plane one. That is pretty self explanatory. Doesnt mean a bit of difference weather you are vaccinated or not. So no need to have a vaccine passport there. You have to get tested either way.
