The difference between a MRRT and BEE is that at least with BEE we get preferential treatment from the government. Better rail haulage allocations and less time with paperwork.
With a MRRT Labor gets more money to waste.
The SA government is attacking companies for not putting money back into SA/offering domestic coal, the exact opposite of CCC, this is why CCC will get ahead a lot quicker.
