Basically, if a drill bit enters a formation under high pressure, and it is not a planned development well, then some pressure should be let off, with flaring being the safest way. This could be either gas, oil with gas cap, or oil with gas in formation, i.e. saturated. The basic news, if indeed they are flaring, is that they have found hydrocarbons under pressure.
