all i can say is the govt is unlikely to back one technology. DICE will surely play a part. Do not discount the possibility that the govt will also look to the upgrading of probably one of the older plants to ultra super critical boilers. (think: infrastructure build, job creation etc) In the end, we'll probably have both. USC boiler powers stations enable much higher power generation scales and is still valid for baseload. DICE good for baseload + peaking + renewables leveling. Hazelwood seem the likely candidate for DICE and i would also suggest that Anglesea might be a good candidate.
