I think the correct comparison is:

9578 active traders added from Oct 1-Dec 31. (Seasonally low quarter. 11,371 in the Sept quarter.)
11,225 from 1 Jan - 17 Feb. (From HY report)

So roughly, it's double the expected rate. Though with a 2 weeks period in there, where sign-ups were approximately 3-5x expected (creating an overload situation for CS).
