The 16c depends on ADY being able to mine that salt at a profit! The useful output is the Lithium, but to get it out is expensive. In fact if you read the report carefully, it is clear that they dont know what the cost will be. It may well be that there is no profit left after costs and the salt mine is worthless!!!
