As I understand it, Peru and Chile have had wars and the border area is disputed and a bit of a no go area,

My 20,000 km perspective is that Humala is learning. Nothing happens in a day, or a week.

I think Greendevil may be sub-consciously reacting to his own fear of Humala disproportionately. Humala does seem to favour the Brazilian model and not his mate Hugo Chavez.
