They need to agree a realistic timeframe on this with all stakeholders and do the damn deal with the land/title holders. It's basic negotiation/project management. We're not talking about the deal of the century here - It's a little patch of land with a spot of gold on it... Do the deal; move on to the next project; repeat... It's how things get done. For goodness sake!
