My understanding from things RC has said is that the Melbourne facility will be a prototype line only and not a pilot line as it just won't have the scale. However, the equipment in the Melbourne facility will "automation-ready", meaning it can be capable of full or partial automation of prototyping if kept at that facility or alternatively transferred (thanks to modular design) for use in a pilot line somewhere other than Clayton - perhaps elsewhere in Melbourne/Australia but perhaps also overseas.
I would say any Turkish pilot line would be certainly be the biggest facility, at least looking at current plans. Like you I'm also looking forward to more details on the commercial arrangements, albeit with slight wariness...
