Ok accept Microsoft or Oracle could be soon in the mix.. but sov have electoral commission on board and therefore have credibility. They also have leverage through being independent, through providing competition to the majors (when/if they likely arrive), and through having sales connections through their institutional investors and management. If a significant contract is announced a rerate will occur without a chance to get in at this price. High risk high reward bet atm.
