value adding

many yrs ago cdu mentioned vallue adding .by supplying a chinese manufacturer with copper,it seems the chinese had machinery for copper wire production but no copper supply.it was mentioned that cdu could have part of the factory/machinery hence becoming a manufacturer themselves.at the time there were some nice pictures of the factory etc does anyone remember this or heard of anything since
when the chinese came onto the register it occured to me that maybe they would take this idea for themselves.china still being insular
