$2 a barrel? Pleeaase. Little microcap OBL here just paid ~40c per barrel for a 1mmbbl field 16m underwater of crude so uncommercial they need the price of oil to be ~$130 (from memory) to even bother trying to extract it.
This is onshore and close to facilities.
